Safe use of TRI in closed cleaning equipment only

24 Jul 2008 - A number of European regulations affect the use of Trichloroethylene (TRI) in metal cleaning applications. Rightfully so, because TRI is classified as a CMR (carcinogenic, mutagenic or reprotoxic) substance. Therefore, strict control measures need to be in place to protect workers and the environment. Control measures are important not only for TRI but also for some solvents marketed as alternatives to TRI, such as solvents based on n-Propyl Bromide, also a CMR substance.
 
It is important to know that under the existing regulations, TRI can continue to be used in certain situations. In that case, the European producers of TRI promote the safe and continued use of TRI for metal cleaning in closed equipment only. To that end, via the European Chlorinated Solvent Association ECSA, they have developed an Industry Voluntary Commitment ("Charter for the safe use of TRI in metal cleaning") that has the support of the European Commission and the European Member States. Under the Commitment, TRI will not be supplied for metal cleaning or degreasing after 2010 unless the user has a closed system and has confirmed that TRI will only and exclusively be used in closed cleaning equipment.
 
The industry commitment is an important step to ensure the availability of TRI in the market-place for companies that depend on its unique properties for high-precision cleaning, while making sure that it is used safely "TRI producers want to ensure that the best possible product stewardship guidelines are followed along the entire supply chain", comments Andre Orban, ECSA General Manager. "Using TRI in closed cleaning equipment only is fundamental to minimize workplace exposure and emissions into the environment".
 
"The practical bottom line is quite simple: If you use TRI for metal cleaning applications, you must use it in closed cleaning equipment. We hope this will help resolve some confusion around the continued use of TRI."
 
The Voluntary Industry Commitment is also expected to help TRI producers prepare for REACH implementation and should help position industry favourably to get authorisation for the continued future use of TRI in closed cleaning equipment.
