Dow Receives Approval for Construction of a Converted Epoxy Resins Plant in Zhangjiagang, China

ZHANGJIAGANG, China – October 17, 2000 — The Dow Chemical Company today announced it has received government approval to construct a 40,000 MT/year (88 MM lbs.) converted epoxy resins production facility at the company's existing site in Zhangjiagang, Jiangsu Province, the People's Republic of China. The plant is scheduled to begin production in the first half of 2003. Dow is planning to expand the facility to include a 40,000 MT/year liquid epoxy resins production unit in 2004.

"The construction of the epoxy resins facilities in Zhangjiagang expands our global presence and demonstrates our commitment to the epoxy industry in China and the broader Asia Pacific region," says Phil Cook, business vice president, Dow Epoxy Products and Intermediates. "This project, in combination with our previously announced plans for production in Tianjin, China, will position Dow well for future growth in the region."

The epoxy resins units will share the Zhangjiagang site with two other facilities currently under construction, a polystyrene plant (owned by SAL Petrochemical (Zhangjiagang) Company Limited, a joint venture between Dow and Asahi Chemical) and a 100% Dow owned emulsion polymers plant, both slated to begin production in 2002. The coordination of all three plants on one site leverages synergies in capital, infrastructure and utilities.

"Zhangjiagang is the ideal location for these facilities," says Michael Lung, president, Dow Greater China. "The site is central to the Chinese market and its location on the Yangtze River, near Shanghai, makes it an excellent site to service both the domestic and regional markets." According to Patrick Ho, president, Dow Pacific, Dow plans to make the Zhangjiagang site one of its hubs for its growing operations in Asia Pacific. "Our goal is to achieve financial, environmental and social excellence everywhere we do business. The Zhangjiagang plants will be built according to world class manufacturing and safety standards, just like all of Dow's facilities in the Pacific and elsewhere."
