"This new facility demonstrates our commitment to China and strengthens our global leadership position in emulsions. We will continue to provide the capabilities necessary to support our customers in this strategically important country," said Ted Cosse, vice president of Dow's Emulsion Polymers business.

The technologically advanced plant, which employs mostly Chinese nationals, including several in middle and upper management positions, is designed for rapid expansion, according to Cosse.
